What is a Bildungsgutschein?

A Bildungsgutschein is an education voucher issued by Germany’s Agentur für Arbeit or Jobcenter to help people gain the skills they need to find a job or switch to a new career path. At Turing College, we have supported learners from diverse international backgrounds, across various ages and experience levels, including individuals without prior tech experience, in developing relevant skills.

What does the Bildungsgutschein cover?

The Bildungsgutschein covers 100% of tuition fees for AZAV-certified courses, training, or bootcamps, so you don’t pay tuition yourself. At Turing College, we’re proud to be AZAV-certified, which means our programmes meet the high-quality standards set by the German government. They are officially recognised by the Agentur für Arbeit.

Who can apply for a Bildungsgutschein?

The Bildungsgutschein is available to people who live in Germany, whatever their nationality. You need to be registered at your address (Meldebescheinigung). If you’re not an EU, EEA or Swiss citizen, your residence permit must also allow you to work in Germany. It’s mostly given to people who are unemployed, so getting approved while still employed is uncommon unless your job is clearly at risk.

You may be eligible if you’re:

  • Unemployed or looking for work and registered with the Agentur für Arbeit or Jobcenter, including if you receive Arbeitslosengeld I or Grundsicherungsgeld (formerly Bürgergeld).
  • On reduced hours (Kurzarbeit).
  • At risk of losing your job, such as having a short-term contract ending soon (3 months or less) or a redundancy notice.
  • In need of training to secure your current job or meet qualification requirements.

How to apply for a Bildungsgutschein

    Register with the Agentur für Arbeit or Jobcenter

    You can visit your local Agentur für Arbeit in person or register online. If you receive Grundsicherungsgeld (formerly Bürgergeld), contact your Jobcenter.

    Apply to your chosen course

    Choose the Turing College programme and complete the admissions process. Once you’re accepted and have received our offer, move on to the next step.

    Pre-book a consultation with your advisor

    Consultations can be scheduled online through the Agentur für Arbeit website or by calling their hotline at 0800 4 555500. If you’re with the Jobcenter, book the appointment with your Jobcenter advisor.

    Convince your advisor

    Prepare well for this meeting and make your case. Explain why Turing College’s programme is a good fit for your career goals and how it meets the demand of today’s job market.

    Share the news

    Once your Bildungsgutschein is approved, share the news with us. We’ll help you finalise your enrolment and get ready for your start date.

Checklist for the meeting with your advisor

  • Gather all the necessary documents

    Bring a valid photo ID, your address registration (Meldebescheinigung), your residence permit if you’re not an EU, EEA or Swiss citizen, an updated CV, and any relevant certificates or qualifications.

  • Interpreter if required

    If you don’t speak German, consider bringing someone to translate for you.

  • Know the most important course details

    Make sure you’re familiar with the course you’re applying for and understand the key details, including the programme’s duration, content and learning outcomes, plus the career support included.

  • Demand for your skills

Can I apply for a Bildungsgutschein if I’m not a German citizen?

Yes. The Bildungsgutschein is available to people who live in Germany, whatever their nationality. You need to be registered at your address (Meldebescheinigung). If you’re not an EU, EEA or Swiss citizen, your residence permit must also allow you to work in Germany.

Does the Bildungsgutschein cover all costs?

The Bildungsgutschein covers 100% of your tuition fees for AZAV-certified programmes. Additional costs like living expenses or travel aren’t typically included, but since our programmes are 100% online, you won’t need to worry about travel or accommodation.

How long is the Bildungsgutschein valid?

Once approved, the voucher is valid for up to three months after it is issued. You must enrol in our programme within this period to secure your funding.

I’m employed but worried about losing my job. Can I still apply?

Possibly. Funding may be considered if you are at risk of losing your job, your fixed-term contract is ending, your industry is changing or you are affected by reduced working hours (Kurzarbeit). Your advisor at the Agentur für Arbeit or Jobcenter will assess your situation and decide whether the training is necessary.

What programmes can I join with a Bildungsgutschein?

You can use the Bildungsgutschein to enrol in the following Turing College programmes: AI Engineering or Building with AI Agents. Both programmes are AZAV-certified and designed to help you land a job.

What language are the programmes taught in?

All funded programmes are taught online in English, including materials, mentor sessions and project reviews. Reading comfort matters most, and many learners speak English as a second language. Your funding meeting with the Agentur für Arbeit or Jobcenter may take place in German.

What career support is included?

Both funded programmes include a career module with job-search planning, CV and LinkedIn preparation, mock HR and technical interviews, weekly career Q&A sessions and monthly career webinars. See the career support included.

What certificate will I receive?

When you complete the required parts of your programme, you receive a Turing College certificate of completion. It shows your name, the programme, its length (520 academic hours over 13 weeks), the sprints you completed and any extra elective topics, the issue date and a unique certificate ID. It’s signed by Turing College’s Chief Executive Officer and Chief Academic Officer.

What if my Bildungsgutschein application is rejected?

Ask for the decision in writing and check the reason given. If appropriate, you may be able to challenge the decision within the relevant deadline. Should I choose AI Engineering or Building with AI Agents?

Choose AI Engineering if you have at least one year of Python or JavaScript experience and want to build, evaluate and deploy LLM applications and AI agents.

Choose Building with AI Agents if you want to turn a business or workplace problem into a working AI tool and do not need coding experience. You will learn how to plan, build, test and launch solutions such as internal tools, dashboards, websites and AI assistants.

Both programmes include practical projects and career support. The right choice depends mainly on your existing technical experience and the type of work you want to do next.
